Since July 7, 2026, any CSP direct-bill partner with a Solutions Partner designation for Data & AI, Digital & App Innovation, or Infrastructure can request access to Microsoft's EA-to-CSP transfer tool for Azure. Before that date, Microsoft limited the tool to Azure Expert MSPs and Frontier Distributors. Every newly eligible partner still needs a Partner Technical Consultant session to get access.
The change widens the pool of partners who can move your Azure billing, which helps organizations already weighing EA to CSP options after Microsoft eliminated EA volume discounts. A larger pool also means more partners running their first transfers against your production subscriptions. An Azure EA to CSP transfer changes billing ownership only, so the risk sits in everything around the billing change, including permissions, quotas, cost history, and support.
Azure EA to CSP Transfer Eligibility After July 2026
Microsoft's billing ownership transfer documentation lists three partner types eligible to move Direct EA and MCA-E subscriptions to an Azure plan under a Microsoft Partner Agreement.
- CSP direct-bill partners with an Azure Solutions Partner designation in Data & AI, Digital & App Innovation, or Infrastructure.
- CSP direct-bill partners enrolled in the Azure Expert MSP program.
- CSP distributors holding the Frontier Distributor designation.
The tool does not support indirect EA or Web Direct subscriptions. The customer tenant must also sit in the same authorized region as the partner's CSP authorization and the region where the EA was signed, so confirm both before any partner quotes a timeline.
EA to CSP Transition Tool Scope and What Stays Behind
The transition tool moves subscriptions, reservations, and savings plans with no service downtime, and subscription IDs and resource IDs stay the same. Several items still need planning before the transfer request goes out.
- Cost and usage history becomes inaccessible after the move, so export invoices and usage data first.
- Power BI reports built on the Cost Management connector stop working once subscriptions move under a Microsoft Partner Agreement.
- Your Azure support plan does not transfer, and the CSP partner becomes responsible for support.
- SaaS subscriptions purchased through Azure Marketplace require a separate transfer through Azure support.
- EA Dev/Test subscriptions must convert to a standard offer first, and the Dev/Test discount does not follow them into CSP.
- Existing Azure RBAC assignments remain intact, and the partner receives no new access automatically.
